To whom it may concern or the acting attorney for the city of Berkeley,
I have been a mental health "Consumer" in the Berkeley mental health services system for ten years and have had several rights violations that fall under the recently passed Hate Crimes bill including but not limited to Conspiracy against rights, Color of Law, and RICO violations against me enacted by Staff members of the Berkeley mental health clinic and the Berkeley mental health authority.
Most of the major ones involving my health have come in the last three years and where in general caused by Marilyn Senff and here mismanagement of my Sub-payee account to the point of with holding my money and not allowing me to get food or proper water for about two to three weeks.After this happened I filed a complaint with Carol Patterson and before that I wrote an E-mail to Josefa Molina when she was still mentally sound or from what I can tell only the first of multiple mentally unsound criminals in the mental health authority...She wrote me a letter stating that I was to be removed from Marilyn Senff, Yvette Katuala and Tomi Kratz, they did not comply and punished me with more restrictive rules that were at a Conflict of interest with the original ones that I was supposed to engage them under as a mental health "consumer". After a series of incredibly disturbing conversations with Josefa Molina she followed me on a bike wearing boxing gloves and basically tried to "Bear" bait me into a physical confrontation, I contacted Jo Ruffin and she stated the same thing to Yvette,Tomi and Marilyn as well as Jeffrey Johns after this they all lied to me about going into an agreement over becoming my own payee and receiving my Social security and Disability on my own so I could relocate to a non partisan part of the country.

My only choices at this point are to move shut off my social security and then sue the city county and then state over the matter or engage whatever common interest that binds the individuals stated above in a civil lawsuit in an unlimited circuit, either in Alameda county or from what I can tell in whatever county the US Marshals that serve Sacramento county, because when I contacted the city of Berkeley police department they threatened me physically and then when I reported this to the Alameda county Sheriffs department they stated that they did not serve Berkeley Ca, which was INSANE to me.

The thing that makes my case against them is the way they engaged me as a consumer in a nonprofessional manner that if not documented they could have disputed my mental health label, which was recently changed by a facility with a higher authority then they have...

The latest rights violation by the Offending party stated above was that they used a group of police officers that may have not actually been real police to place me in hand cuffs and then took me into a room in front of Yvette katuala and Jeffrey Johns so they could further agitate me after sending me to John George psychiatric pavilion were I was denied a writ of Habeas Corpus for five days straight and made to take medications that I did not need to take as well as other shots and treatments that were a violation of my civil rights.

I received in the mail a Title 9 CCR section 1820.205 in my favor stating that Medi-Cal will not pay for the medical bills for that stay because it states:Your mental health condition as described to us by your provider did not meet the medical necessity criteria for psychiatric inpatient hospital services or related professional services (Title9, California Code of regulations (CCR),Section 1820.205).

The other thing about how Titanic my case is against them is that after several contradictory statements made by "Dr" Johns and "Dr" Senff I started to wear a digital audio recorder that if we enter an arena of Civil dispute "Unlimited" because I love you guys so much, I gathered evidence on my own without entrapping them or the people that acted with them in both the Berkeley Mental health Clinic and, In the Berkeley Mental health authority building as well as at my volunteer job and my place of residence.
Documentary evidence by definition would be evidence that documents the infraction or legal violation and, putting it into triplicate would be simple matter for me the "Plaintiff" you the "Defending attorney" and one for the presiding "Justice", anything that they stated all ready on paper which would be circumstantial evidence or that they said in conversation would be a civil rights violation under color of law and also conspiracy against rights as well as RICO from the way they intimidate undesirable "consumers" as well as profit from basically extortion and embezzlement as well as Organized Criminal Behavior based on religious and "Racial" bias...
